PRIMA Calls 2025: European funding for innovative projects in water and climate management

The PRIMA 2025 calls are now open, promoted within the Partnership for Research and Innovation in the Mediterranean Area program, which makes European funds available for innovative projects capable of improving sustainable water resource management, climate adaptation, and the development of integrated solutions according to the WEFE Nexus approach (water, energy, food, ecosystems).

The calls are part of the new Work Programme 2025, funded with resources from the Horizon 2020 and Horizon Europe frameworks, for a total budget of 325 million euros.

Objectives and thematic areas

The PRIMA 2025 calls aim to support innovative and sustainable solutions in three strategic areas for the Mediterranean basin:

  • Water management: solutions to increase the efficiency and sustainability of the water cycle; 
  • Sustainable agricultural systems: habitat regeneration, soil protection, and reduction of climate impact; 
  • Agri-food chain: promotion of healthy and sustainable diets, innovation in traceability, and reduction of waste.

Projects must adopt a multi-actor approach, with active stakeholder involvement, and promote socio-economic inclusion from the design phase. Furthermore, possession of a Gender Equality Plan (GEP) compliant with European standards is mandatory for participation. 

Funding methods and deadlines

The Work Programme 2025 is divided into two main sections with different funding methods:

Section 1 – Innovation Actions (EU Funding)

  • Total budget: 32.5 million euros.
  • Maximum contribution per project: 1.5 million euros.
  • Specific requirement: mandatory participation of at least one for-profit organization (e.g., SME).
  • Deadline for submission of proposals: July 15, 2025, 5:00 PM CET.

Section 2 – Research & Innovation Actions (National Co-financing)

  • Total budget: 36.1 million euros.
  • Specific requirement: presence of at least one consortium with at least one entity established in a Mediterranean Partner Country.
  • Deadline for submission of proposals: July 8, 2025, 5:00 PM CET.
