MIT allocates one billion to upgrade water system

The Ministry of Infrastructure and Transport (MIT) has allocated 1 billion euros to enhance the safety and efficiency of the Italian water sector.

The measure is included in the new PNRR Decree, approved by the Council of Ministers to speed up investments and reduce administrative bottlenecks.

The introduced instrument

The MIT introduces the "National financial instrument for infrastructure investments and safety in the water sector" (SFNIISSI), with an initial endowment of 1 billion euros. It is intended to implement the PNRR investment plan “subsidy scheme for investments in water infrastructure,” giving priority to projects already included in the PNIISSI (National plan for infrastructure investments and safety in the water sector). 

This instrument does not replace existing funding (such as MASE funds for hydrogeological instability or ARERA tariff components), but works alongside them in a complementary perspective to support major works, and may provide for further national allocations.

Objectives

Interventions in territories recently affected by floods and extreme weather events will have a fast-track priority, with particular attention to the reinforcement of aqueduct systems and urban drainage works. The resources will not only be used for the reconstruction and restoration of what has been damaged, but will also fund structural prevention interventions, which are essential to reduce future risk and secure communities.

The creation of an instrument with a pre-defined budget and the possibility of national fund contributions improves the programmability of water investments, especially those on a supra-regional or complex scale.

The topics of urban drainage and water emergency management will also be central to the next edition of Accadueo, which will be held from November 26 to 27, 2026 at the Nuova Fiera del Levante in Bari.
