The report is a useful knowledge base for updating the Guideline Manual no. 116/2014: Planning networks and programmes to monitor water systems pursuant to Legislative Decree 152/2006 and relevant enacting decrees.
The document is based on the results of a questionnaire put to all agencies in the framework of the TIC 2 - Water Bodies Team in 2019 (with information updated for 2020) and reports on the status of monitoring, application of classification criteria and reporting activities at a national scale for inland waters - rivers, lakes and groundwater. The information refers to the 2nd planning cycle of the Management Plans. It contains observations on the nationwide consistency of activities in relation to implementing the different planning phases and environmental monitoring. An assessment of the application of biological monitoring, including with a biota matrix, is also included. Where possible, comparisons are made with that contained in ISPRA Report 150/2011, relative to 2010, which referred to the 1st planning cycle.
The report highlights the increasingly significant involvement of agencies in the entire process, from the creation of bodies of water and the relative monitoring networks, to reporting on environmental statuses, pressures and impacts on bodies of water and, in some regions, objectives and exemptions. Although the territorial coverage is sufficiently complete and uniform at a national level, differences and misalignments persist at some stages of the process.
